16. Whatever contributions are given should date from the 1st of October next, and I would ask that if possible a telegraphic answer may be sent to this despatch, for the matter is exceedingly urgent, and there is already danger of the staff of scientific experts being depleted by the loss of men who, having no assured prospects and being faced with the possibility of having their services dispensed with, are - looking elsewhere.
17. In conclusion, I would repeat that the proposals now made are experi- mental, and I look to their being expanded into a more complete scheme than I am at present able to present. None the less, but rather the more, I urge them for acceptance as a step forward in building up a suitable scientific organisation for the commercial and industrial development of the whole Empire, and more especially of the tropical dependencies.

These Colonies also contribute about £300 towards a special Trade Inquiry office at the City Branch of the Commercial Intelligence Department of the Board of Trade.

In addition to the above, £15 168. is contributed annually by the Zanzibar Government to the General Funds, and £100 by the Sudan to the Scientific Department.
