MY LORD,

WITH further reference to your Lordship's despatch No. 23 of the 28th April last on the question of the preference which is accorded by the parties to the Customs' Union Convention to British goods imported into South Africa, I have the honour to inform your Lordship that I am advised prior to the Customs' Convention of 1903 coming into operation, the origin of goods imported into South Africa was taken to be the country whence they

were shipped. This caused the United Kingdom to be credited with having supplied large quantities of articles, such as tea, coffee, wines, &c., which were evidently not produced or manufactured there.

Under the present Convention it is probable that more accuracy in this respect will be attained; the result, however, of the increased accuracy will be to show a great decline in the importation of certain goods from the United Kingdom at the present time as compared with periods prior to 1904.

This Administration has no means of ascertaining the countries of origin

of goods imported into Southern Rhodesia prior to 1st April 1904, but it is probable that the relative proportions would be, approximately, those ascertained The origin of goods entered for consumption in this territory during the
