Subject.
States with reference to No. 2 that Ministers do not propose to intro- duce any legislation, and trans- mits copy of minute by the Port Captain, giving information as to proportion of coasting trade carried in foreign ships, &c.
States that a Bill will be intro- duced next Session to give effect to the resolution passed by the Conference; encloses statement showing nationality, &c. of foreign vessels entered and cleared during 1901.
Transmits copy of a letter from the Board of Trade to the Foreign Office with regard to the neces- sity of safeguarding the treaty position in any Colonial legisla- tion that may be proposed..
States that the Prime Minister, in returning the correspondence for- warded in No. 7, reports that the matter has been perused with interest; it is probable that in the Navigation Bill to be introduced next Session some clauses may be inserted affecting the right of foreign vessels to engage in the the Common- coasting trade; wealth Government desire to be relieved of the obligations under the Anglo-Greek Commercial Treaty of 1886, at the earliest possible date.
States that His Majesty's Govern- ment is advised that the rights of Greece under the Treaty of Com- merce and Navigation of 1886 can only be denounced as a whole by His Majesty's Government, who are prepared to negotiate for the withdrawal of the five Australian States; and observes that the resolution adopted at the Conference of 1902 did not con- template the exclusion of vessels of such foreign nations as granted reciprocal treatment to British vessels.
Requests that the Greek Govern. mont be informed of the desire of the Commonwealth to withdraw from the Treaty of 1886.
Transmits reply of his Government to Nos. 2 and 3 respecting the resolution passed at the 1902 Conference.
