His Lordship presumes that the lanterns and sets of slides mentioned in the letter have been, or are about to be, shipped to their respective destinations, and that the accounts rendered to you are being transmitted for the information of the Colonial Governments concerned.

Lord Elgin would be glad to be informed on these points as early as possible, in order that he may be in a position to decide whether any further communication on the subject with the Colonies interested on the part of this Department is

necessary.

5. Advantage was taken of the presence of Sir Walter Egerton in this country last autumn to arrange that Southern Nigeria should pay for the preparation of the West African edition. It remains, therefore, for your Government to arrange with that of Southern Nigeria what proportion of the initial outlay of £100 should be borne by the Gold Coast, and the Governor of Southern Nigeria is being informed accordingly.

Whitehall Gardens, London, S.W., November 17, 1906. I HAVE the honour to acknowledge the receipt of your letter of the 10th of November, No. 39910/1906, and to state that shipment of the lanterns and slides referred to therein will shortly be completed.

2. Copies of the various accounts are sent to the Colonial Governments in the usual way, but it may be considered advisable to send a special report with a complete statement of cost in each case. Mr. Mackinder has suggested also that Southern Nigeria and Trinidad should be reminded of their right to recover part of the cost of adaptation. I have to enquire whether such special reports will be sent by the Colonial Office or whether it is desired that we should send them.

WITH reference to Major Bryan's despatch, No. 520, of the 9th October, 1905, † on the subject of the adaptation for use in the Gold Coast of the lantern lectures prepared by Mr. H. J. Mackinder, I have the honour to enclose, for your information, the accompanying copy of the account for the special edition, so far as it can be at present ascertained, which has been received from Mr. Mackinder. Detailed accounts will be forwarded to you by the Crown Agents for the Colonies in due

course.

2. The Crown Agents have reported that the shipment to the Gold Coast of the lantern, slides, and copies of the book of lectures will shortly be completed.

3. As soon as the scheme has been given a fair trial in the Colony I shall be glad to receive a full report on its working.

4. It will be remembered that in my predecessor's circular despatch of the 13th April, 1905,§ the suggestion was made that, for the purpose of issuing editions of the lectures, the Empire might be divided into groups, West Africa being one of these groups. In order, however, to simplify the question of the copyright of such special editions, it has been thought well that one Colony in each group should be responsible for the cost of preparation and adaptation, and become the owner of the edition, recouping itself for the extra initial outlay from the other Colonies in the same group which may decide to adopt the scheme.

WITH reference to your despatch, No. 175, of the 2nd June last.* and to previous correspondence on the subject of the adaptation for West Africa of the lantern lectures on the United Kingdom prepared by Mr. H. J. Mackinder for use in the schools of the Eastern Colonies, I have the honour to enclose, for your information, the accompanying copy of the account† for the special edition, so far as it can be at present ascertained, which has been received from Mr. Mackinder and which, you will observe, is well within the estimate. Detailed accounts will be forwarded to you by the Crown Agents for the Colonies in due course.

2. The Crown Agents have reported that the shipment to Southern Nigeria of the lantern, which is of superior equipment and of a type specially selected for the Gold Coast, slides, and copies of the book of lectures will shortly be completed.

3. As soon as the scheme has been given a fair trial in the Colony, I shall be glad to receive a full report on its working.

4. As stated in the third paragraph of the lettert which was addressed to you when on leave in this country last year, and copy of which is enclosed for record in the Colony, it will be a matter for arrangement between your Government and that of any other West African Colony or Protectorate adopting the scheme what proportion of the initial outlay of £100 borne by Southern Nigeria shall be refunded to that Colony. Up to the present the Government of the Gold Coast alone has taken advantage of the scheme, and the Governor is being informed that Southern Nigeria, as owner of the copyright of the West African edition of the lectures, is entitled to recover from the Gold Coast such proportion of the £100 as may be agreed upon by the two Colonies.

Mackinder, I have the honour to enclose, for your information, copy of an account furnished by that gentleman in which are shown the receipts in respect of copyright and the payments in respect of the purchase of a "Depôt" set of slides.

2. In connection with this debit charge I have to explain that it was repre- sented by Mr. Mackinder that, in order to ensure that the slides selected to accom- pany the special editions or future editions should be up to the standard of those
