No, 105.

CEYLON.

GOVERNOR SIR H. A. BLAKE to THE EARL OF ELGIN.

(No. 464.)

MY LORD,

(Received September 17, 1906.)

The King's Pavilion, Kandy, Ceylon, August 24, 1906. I HAVE the honour to acknowledge the receipt of your Lordship's despatch "General," of 12th July, 1906,* on the subject of the progress made in the scheme of visual instruction for school children, and the use, by other than the Eastern Colonies, of the special edition of lectures to be prepared by Mr. Mackinder.

2. The full cost of the lanterns and slides, &c., to this Colony having been provided and paid, I have the honour to state that the Colonial Government is content to leave the matter of refunds on account of copyright entirely in your Lordship's hands, with every desire that charges payable by the less well-to-do Colonies should be reduced as far as possible.

MY DEAR Lucas,

MR. H. J. MACKINDER to MR. C. P. LUCAS.

No. 106.

(Received October 29, 1906.)

The London School of Economics and Political Science, Clare Market, Kingsway,

London, W.C., October 24, 1906. Lantern Lectures on the United Kingdom. HEREWITH I send you copies of the accounts for the second batch of six sets of our slides and three new editions of the lectures. The only points to note are:- 1. That the Crown Agents have still to furnish the costs for freight and insur- ance to four of the Colonies.

2. That I have divided the accounts for Trinidad and Southern Nigeria into two parts, headed respectively Adaptation and Supply. These Colonies are, of course, entitled to recover a portion of the cost of adaptation from the other Colonies in their respective groups.

3. That the higher charges in the case of the West African Colonies are due to the superior lantern equipment, which was selected by Mr. D. J. Oman 'on the authority of the Gold Coast Government. The Committee, you will remember, gave instructions that a precisely similar equipment should be sent to Southern Nigeria.

4. In the case of British Guiana we were instructed not to supply a lantern. To Trinidad, as the money sufficed, we have sent a slightly superior lantern, correct- ing, I hope, the defects reported from Singapore.

You will see that I have kept within the estimate in each case.
