Mackinder for use in the schools of the Eastern Colonies, my predecessor alluded to the proposal that special editions of the lectures adapted for use in other groups of Colonies might be prepared. Detailed information on the subject was given in Mr. Lyttelton's circular despatch of the 13th April, 1905, copy of which was enclosed in his numbered despatch* under reference.

2. The replies to that circular were generally favourable to the suggestion, and I am now in a position to state what action has been taken with a view to carrying it into effect.

3. At the present moment Mr. Mackinder is engaged in completing special editions for use in two of the groups of Colonies mentioned in the circular, viz., the West African Colonies and the West Indies, and in each of these cases the sum of £30 in respect of copyright will be paid to the Crown Agents to the credit of the

Eastern Lectures Account."

4. The Government of Mauritius showed great readiness to adopt what Sir Cavendish Boyle described as an admirable scheme," but, owing to the present necessity for economy in the finances of the Colony, they asked whether some reduc- tion in the initial cost could not be made. Bearing in mind that, for geographical reasons, Mauritius could not conveniently be included in a group for the purpose of the scheme, the Committee on Visual Instruction were of opinion that some reduction in the initial amount should, if possible, be made, and Mr. Mackinder was good enough to offer to undertake the work for a fee one-half of the sum stipulated in the circular.

5. In these circumstances, it was felt that it would only be equitable to reduce the payment for copyright in like proportion, and I have therefore decided that the Government of Mauritius should not be charged more than £15 on account of copyright.

6. It is understood that the Government of India is prepared to adopt the scheme, and correspondence on the subject is still proceeding with Canada and South Africa.
