13. On considering the whole position as commented upon in the preceding paragraphs, I suggest :-
SIR
(a) That a Canadian edition of the lectures should be undertaken forthwith; (b) That an offer of reduced cost should be made to the Governor of Mauritius
in accordance with paragraph 7 above;
(c) That action should be taken with a view to bringing completely into line the West Indian, the West African, and the South African Govern- ments, and to obtaining the necessary formal sanctions which are still wanting in the case of one or more Colonies in each group;
(d) That as soon as the position is clear in regard to the West Indies, West Africa, and South Africa, the remaining portions of the Empire should be approached afresh, and asked to put themselves in line with Canada, the Eastern Colonies, and the three Colonial groups just mentioned.
Enclosure 1 in No. 32.
I am, &c.,
H. J. MACKINDER.
January 4, 1905.
I HAVE the honour to inform you that I shall feel much obliged for any printed or other information which you may be able to give me as regards the lantern slides and lectures arranged by you for a scheme of visual instruction on Great Britain for use in Colonial schools.
The brief notes which I have seen on the subject in the "Times" weekly edition make me think the lectures prepared by you would be admirably suited for Indian schools, where hitherto means for imparting a useful knowledge of the realities of life, &c., in England have been very deficient. should be very glad if this defect could be partly remedied by the purchase of your lantern slides for those schools in these provinces which possess magic lanterns.
To H. G. Mackinder, Esq.,
SIR,
M. A. STEIN,
Inspector-General of Education, North-Western Frontier Province and Baluchistan,
Director of the London School of Economics,
London.
