The Castle, St. Helena, May 27, 1905. I HAVE the honour to acknowledge the receipt of your circular despatch of the 13th ultimo,* in which you informed me of the steps that have been taken with a view to giving the school children of each Colony a better knowledge of the British Empire, and in which you furnished me with copies of a syllabus of a course of seven lectures illustrated by lantern slides which has been designed for use in the schools of Ceylon, Hong Kong, and the Straits Settlements.

2. The syllabus appears to me to have been drawn up in the most excellent manner, and those Colonies who take advantage of the scheme cannot but confer a great and lasting benefit on the school children of those Colonies.

3. When I wrote you my despatch, No. 8 of 13th January last, on this very subject I was in hopes that the cost of the lectures and slides would not amount to any considerable sum, and I was prepared, that if the cost did not exceed £50, to recommend that this Colony should take advantage of the opportunity and purchase the lectures and slides. I learn from your despatch, however, that the cost of the slides alone is £43 10s. Od., and that the cost of the necessary adaptation of slides and lectures to suit any particular Colony amounts to £100. Adding the cost of a good magic lantern to these figures it appears that the total expenditure on the scheme would not fall far short of £150. Taking into account the present unsatisfactory state of the Colony's finances, I do not feel justified in recommending that this Government should take advantage of the scheme. I trust, however, that at no distant date it will be possible to give the school children of St. Helena the great benefit which is at present out of their reach

In acknowledging the receipt of His Excellency the Governor's minute, No. 309 of the 16th ultimo, transmitting a copy of a circular despatch of the 13th April from the Right Honourable the Secretary of State for the Colonies, in reference to a scheme for the establishment of more intimate relations between the schools and school children of the Colonies and those of the Mother Country, Ministers have the honour to inform His Excellency that the Superintendent-General of Education in this Colony reports, in connection therewith, that for some considerable time past he has been collecting lantern slides for the purpose of such lectures, and has a large variety dealing with different parts of the Empire on hand, and that it would not therefore appear necessary under the circumstances to incur the expenditure referred to in paragraph 5 of the circular despatch from the Secretary of State.

In reply to your circular despatch of the 13th April last,* on the subject of giving to the school children of each Colony a better knowledge of the United Kingdom and of other parts of the Empire by means of a prepared series of lectures illustrated by lantern slides, I have the honour to state that this Colony would be glad to join the other West Indian Colonies in sharing the expense of making the scheme already adopted in the Eastern Colonies applicable to West Indian schools.

I HAVE the honour to acknowledge the receipt of your circular despatch of 13th April last,* referring to a course of lectures to school children all over the Empire.

2. The project an admirable one, and it is much to be regretted that the present financial position of this Colony renders inadvisable even the small increase of expenditure which would be entailed by adopting the scheme.

3. The subject will, however, not be lost sight of, and as soon as there is any improvement in our finances an effort will be made to utilize Mr. M. E. Sadler's suggestions.
