the 13th ultimo* forwarding a syllabus of a course of lectures which it has been sug- gested might be prepared for use in the different parts of the Empire and giving an estimate of the cost of the adaptation to local requirements.

2. Illustrated lectures such as are contemplated by the syllabus and outlined therein would have a special value in Gibraltar, where the importance of giving the school children a better knowledge of the United Kingdom and making them better acquainted with the advantages of their connexion with the British Empire cannot be over-estimated.

3. But to arrange for the delivery of such lectures would not be an easy matter. The schools themselves have not the means of carrying them out and the very limited knowledge of the English language possessed by the large majority of the children attending the schools forms an obstacle to full advantage being derived from the enlistment of any extraneous aid for which it might have been possible to arrange.

4. In the circumstances I do not propose to avail myself, at present, of the ser- vices of Mr. Mackinder in this connexion. I will, however, give the matter careful consideration with a view to finding some means, if possible, for extending the un- doubted benefits of such a scheme to the children of this Colony.

THE object set forth in the accompanying circular by the Secretary of State has been anticipated by us, although not on exactly identical lines, both with respect

to the Elementary Schools and the Lyceum and Secondary Schools.

2. Since 1903 lectures on the voyage of the " Ophir" and on the King's trip in the Mediterranean were delivered in Maltese to the children attending the more important Elementary Schools.

On the eve of last Empire Day a lecture on the British Empire was delivered to the students in the Lyceum and to those of the Girls' Secondary School. This lecture, in a modified form, has been made use of on two subsequent occasions in Malta, and Gozo, lectures, descriptive of London, Glasgow, Scotland, England past and present, the great Napoleonic war, India, Egypt, South Africa, Canada, the United States, and coal, which have from time to time been given at the Lyceum, are available for the object specified.

3. Each series is illustrated by means of excellent lantern slides. It is, more- over, my intention to continue these lectures on the British Empire and subjects pertaining thereto, to our children next season.

4. We have a very fine collection of lantern slides purchased in connection with the Lyceum popular lectures which includes a good number of those enumerated in the enclosed syllabus of lectures on a journey to England from the Eastern Colonies.

5. Under these circumstances, I do not think there is any necessity to incur extra expense in paying for copyright to the Eastern Colonies, or for adaptation of lectures, or for supervision of new slides.

6. By following the main lines of the lectures sketched out, we shall be able to provide a new series advantageous to the requirements of our school children.

I HAVE the honour to acknowledge the receipt of your circular despatch of the 13th of April,* relating to the scheme for the preparation and delivery, in the Colonies, of lectures illustrating the history and geography of the British Empire, and, in reply, to inform you that the importance of educating the children of this Colony by awakening their interest in other portions of the Empire in this manner has for some time been recognized by the Director of Public Instruction, and this Colony has accordingly been to considerable trouble and expense in preparing lectures and providing a thoroughly good apparatus for the purpose.

2. I enclose a copy of a minute written by Professor Magro showing what has been done in the matter, as it may prove of interest, and even of assistance, in fur- thering the scheme, when considered with the replies that you will receive from other Colonies in response to your circular despatch.

WITH reference to your circular of the 13th of April last* on the sub- ject of giving to the school children of each Colony a better knowledge of the United Kingdom and other parts of the Empire, I have the honour to inform you that I am strongly in favour of the scheme suggested.

2. We have in this Colony, however, no apparatus with which to exhibit the slides and I am, therefore, making enquiries as to the probable cost of providing a suitable form of lantern. In this connection I have requested the Director of Educa- tion to communicate with Professor Joly, Trinity College, Dublin, who, I understand, is an authority on the subject.

3. I propose to address you at a later date as soon as I have obtained the neces- sary information.
