The CHAIRMAN: Gentlemen, I hope you will allow me to express the cordial wel come which we extend to you on the present occasion, especially to those who have come a long distance to attend this Conference. I will only say just two or three words in recommending the discussion to you. I think we ought to remember that this is almost, if not quite, the first commercial enterprise of a large character which has ever been undertaken in partnership by the self-governing States of the Empire,
