LAW OFFICERS TO COLONIAL OFFICE.

We were honoured with 'your commands signified in Mr. H. Bertram Cox's letter of the 24th ultimo, stating that he was directed by you to lay before us a despatch (No. 59) from the Administrator of the Orange River Colony, dated the 12th July, forwarding a Minute by the Secretary to the Orange River Colony Administration and other enclosures, and that he was to request the favour of our Report upon the questions therein raised with reference to the exemption of His Majesty's Imperial Military Govern- ment from Government dues in the Orange River Colony.

That the facts were set out in the "Case" for our opinion which formed one of the enclosures above referred to.

That in laying that case before us, Mr. Bertram Cox was, however, to point out that at the time of the sale the de facto and de jure Government of the Orange River Colony were themselves the sellers of the oxen, and that, if that was the case, there would appear to you to be no reason why they should deduct and pay to themselves, still less to their successors, any tax at all,

We have taken the papers into our consideration and in obedience to your commands, have the honour to

That in our opinion the sum of £27 148. 10d. was not a legal charge for the administration of the Orange River Colony to make against His Majesty's Imperial Government, and we think the amount should be refunded.
