Draft Constitutions, Transvaal and Orange River Colony.
Royal Courts of Justice,
July 19, 1901. WR were honoured with your commands signified to us by Mr. Bertram Cox in his letter of the 26th ultimo, stating that he was directed by you to transmit to us the accompanying Drafts of Letters Patent constituting the offices of Governor and Com- mander-in-Chief of the Transvaal, and providing for the Government thereof, and of Instructions to the Governor and Commander-in-Chief of the Transvaal; and of Letters Patent constituting the offices of Governor and Commander-in-Chief and of Lieu- tenant Governor of the Orange River Colony, and providing for the Government thereof, and of Instructions to the Governor and Commander-in-Chief and to the Lieu- tenant Governor of the Orange River Colony.
That Mr. Bertram Cox was to request us to take these Instruments into our consideration, and to report whether in our opinion the Drafts which it was now pro- posed to submit to the King were sufficient and proper for the purpose of constituting the Governments of these two Colonies, or whether we would recommend any, and what alteration in them for the purpose.
In obedience to your commands we have taken the matter into our consideration, and have the honour to
Report-
That as altered and initialled by us, the Drafts* of the above-mentioned Instru- ments are in our opinion sufficient for the purpose of constituting the Governments of the Transvaal and Orange River Colony respectively, and may properly be laid before His Majesty the King.
