LAW OFFICERS to COLONIAL OFFICE.

Royal Courts of Justice, September 8, 1900.

We were honoured with your commands signified in Mr. Graham's letter of the 6th instant, stating that he was directed by you to inform us that it had been suggested that, in view of the recent annexation of the Transvaal by Lord Roberts, a formal notice should be served on Dr. Leyds, the Diplomatic Representative, and on Messrs. Labouchere, Oyens and Company, the bankers in Amsterdam, of the late Government of the South African Republic, warning them not to part with any money or other property of the late Government of the South African Republic in their hands without the permission of Her Majesty's Government, and calling upon them respectively to account to Her Majesty's Government for all such money and property as might be, or may have been, in their possession or control on behalf of the late Government of the South African Republic.

That Mr. Graham was to enclose the Draft of such a notice, and was to request us to report-

(1.) Whether such a notice might properly be served on Dr. Leyds and Messrs. Labouchere, Öyens and Company, and,

(2.) If so, whether the Draft Notice enclosed was sufficient and proper for the

purpose, or in what respects it should be amended.

(3.) In what manner such notice should be served.

In obedience to your commands we have the honour to

(1.) That the Notice may properly be served.

(2.) The Draft Notice enclosed, initialled by us, is sufficient and proper for the

purpose.

(3.) The Notice should be signed by the Secretary of State and sent by registered post.

I am instructed to inform you, on behalf of Her Majesty's Government, that Field Marshal Lord Roberts, by Proclamation issued at Belfast in the Transvaal on the 1st of September, annexed the territories formerly known as the South African Republic to Her Majesty's Dominions.

I am, therefore, to warn you to hold any moneys, securities, or other property of whatsoever nature in your hands belonging to the late Government of the South African Republic at the disposal of Her Majesty's Government, and not to part with such property or in any way deal with the same without formal authority from Her Majesty's Government.

I am further to call upon you to account to Her Majesty's Government for all such property as may be or may have been under your control on behalf of the late Government of the South African Republic.
