OPINION GIVEN BY THE LAW OFFICERS TO THE FOREIGN OFFICE RESPECTING THE REOPENING OF TRADE IN CERTAIN PORTIONS OF THE ORANGE FREE STATE.

WE think that the area over which it is proposed to permit trade must at present be treated as territory of the enemy in the military occupation of the British forces. We think that proclamations or notifications should be made, both here and in Cape Colony, permitting trade by British subjects over such area defined in the proclamation or notification as is considered desirable. The area over which trade is permitted can be extended from time to time as the military occupation advances.
