in Council. It might be contended that such Regulations are ultra vires, and we think it would be better that there should be a Supplementary Order in Council embodying them. in which the case of those entitled to be registered as British-protected persons, as distinguished from British subjects strictly so-called, might also be dealt with.

Draft Rules for Guidance of Her Majesty's Consular Officers in Siam in regard to Registration.
PERSONS, other than those of Asiatic descent, entering Siam, and applying to be registered as British subjects, shall be registered at the discretion of Her Majesty's Consul or Vice-Consul after such inquiry as he deems tit.
2. The children and grand-children of natural-born British subjects, other than persons of Asiatic descent. registered as British subjects, shall also be registered as British subjects, provided always that they are entitled to such status in contemplation of English law. No illegitimate child of a natural-born British subject shall be registered as a British subject.
3. Persons of Asiatic descent, provided with a passport as British subjects from British India, or a British Colony, entering Siam shall be registered as British subjects, provided that if they fail to register themselves within one month after their arrival, in arcordance with Article 94 of The Siam Order in Council, 1889," they shall not be so registered unless they can excuse their failure to so register themselves to the satisfaction of Her Majesty's Consul or Vice-Consul.

Persons of Asiatic descent entering Siam unprovided with a passport shall be registered as British subjects on their filing an affidavit.or sworn declaration with any other proof which Her Majesty's Consul or Vice-Consul may require, showing that they were born within the Queen's dominions, or within the territory of any Prince or State in India under the suzerainty of or in alliance with the Queen or naturalized within the United Kingdom, and containing such other particulars as Her Majesty's Consul or Vice-Consul may require, provided that natives of Upper Burmah or the British Shan States shall not be registered as British subject, if it appears that they became domiciled in Siam before the 1st January, 1886, and that they do not intend to return to their respective countries of origin, and do not own property there.
5. Persons of Asiatic descent entering Siam unprovided with a passport, and failing to register themselves within one month after their arrival, in accordance with Article 94 "The Siam Order in Council, 1889." shall be registered as British subjects if they can excuse their failure to so register themselves to the satisfaction of Her Majesty's Consul or Vice-Consul, provided that any such person applies to be registered as a British subject only. After the institution of a complaint, action, or prosecution against him. Her Majesty's Consul or Vice-Consul may refuse to register him as a British subject.
6. Widows of persons of Asiatic descent registered as British subjects shall themselves be registered as British subjects if their name appears on the husband's certificate before his death.
7. The sons born in Siam of persons of Asiatic descent, registered as British subjects. shall be registered as British subjects if their birth occurred subsequently to the date of their father's registration, and they may be registered as British subjects notwithstanding the non-registration or tardy registration of the father. if it appears that owing to special causes it was not in the father's power to obtain registration at all or previously to his son's birth.
8. The lists kept at Her Britannic Majesty's Consulates in Siam shall be open to the inspection of a properly authorized Representative of the Siamese Government on proper notice being given, and if the Siamese Government itself claim jurisdiction over any person of Asiatic descent whose name is inscribed in the said lists as a Briti-h

subject, an inquiry shall be likewise held, under the provisions of Article 9, 10 determine the jurisdiction under which the person of Asiatic descent in question properly falls.
9. "The inquiry contemplated in Clause 8 shall be held at Her Britannic Majesty'sʼ Consulate by Her Britannic Majesty's Consul-General; and a Representative of the Siamese Government shall be invited to attend.
If the person in respect of whom the inquiry is held come within the conditions for registration laid down in the preceding chuses, he may, if not yet registered, forthwith he registered as a British subject and provided with a certificate of registration at Her Britannic Majesty's Consulate : otherwise he shall be recognized as falling under Siamese jurisdiction, and if already on the lists of Her Britannic Majesty's Consulate his name Shall be erased.
