1890, and, acting upon the advice, the registrars of the Supreme Court at each of the cities of Auckland, Wellington, Christchurch, and Dunedin have been appointed a marshal of such Court in respect of its jurisdiction as a Colonial Court of Admiralty.
As some doubts, however, exist as to the strict legality of the course followed, the attention of the Imperial Government should be called to the point, so that a declaratory Act might be passed to the effect that, in the exercise of Admiralty jurisdiction, the officers of the Supreme Court who discharge analogous duties in the ordinary civil jurisdiction, should also discharge like duties in the Admiralty jurisdiction.

Royal Courts of Justice, November 9, 1891. We were honoured with your Lordship's commands signified in Mr. Bramston's letter of the 8th ultimo, stating that, with reference to our report of the 19th February last* on the subject of marriages celebrated in the Colony of the Straits Settlements under licence from Bishop Hose, he was directed by your Lordship to transmit to us (1) copy of despatch from the Colonial Office to the Governor of the Straits Settle- ments, (2) copy of despatch from the Governor and enclosures, including draft Ordinances as originally prepared by the Attorney-General and as finally amended by That the only question raised by the Governor was as regarded the wording of section 5 of the final draft.

That it appeared to your Lordship that it was not necessary or desirable that it should contain any reference to Her Majesty the Queen or to the Archbishop of Canterbury, and that it would be sufficient if it ran in the following terms, viz. :—
"The said George Frederick Hose, or other bishop of the Church of England, in like manner duly exercising the office of bishop in the Colony for the time being, shall, for the purposes of the said Indian Marriage Act, 1865, be deemed to be the Anglican bishop of the diocese' within the meaning of that expression as used in the said Act.” That Mr. Bramston was to request that we would take the papers into our considera- tion, and that, jointly with Sir James Parker Deane, we would favour your Lordship with our opinion whether the draft Ordinance thus further amended would meet the We have taken the matter into our consideration, and, in obedience to your Lordship's commands, have the honour to

Section 5 of Draft Bill as finally amended by (Colonial) Attorney-General. "5. The said George Frederick Hose so long as he shall exercise episcopal functions in the Colony under the direction of the Archbishop of Canterbury for the time being, and with the consent of Her Majesty the Queen, and every other bishop of the Church of England who shall exercise for the time being episcopal functions in the Colony under the appointinent of the said Archbishop of Canterbury, and under such direction and with such consent as aforesaid, shall, for the purposes of the said Indian Marriage Act, 1865, be deemed to be the Anglican bishop of the diocese.' within the meaning of that expression as used in the said Act."
