LAW OFFICERS to COLONIAL OFFICE.

MY LORD,

WE were honoured with your Lordship's commands signified in Mr. Bramston's

June 17, 1891. letter of the 13th instant, stating that he was directed by your Lordship to invite our early consideration of the accompanying documents.

1. Copy of an Act passed by the Newfoundland Legislature for enforcing the French fishery treaties in the form in which the Governor reported that it had passed both Houses.

2. Draft of instructions to be given to the naval officers on the coast in of that Act.

That the draft showed in black ink the suggestions of the Foreign Office, and in red ink the amendments proposed by the Admiralty, in both of which your Lordship concurred.

That Mr. Bramston was to request that we would be good enough to favour your Lordship with our opinion whether those draft instructions were in themselves proper and sufficient, and whether they were in accordance with the Colonial Act.

That Mr. Bramston was to add that Her Majesty's ships would not proceed to the coast until instructions could be sent to the naval officers who were detained while waiting for them.

We have taken the matter into our consideration, and, in obedience to your Lord- ship's commands, have the honour to

That, in our opinion, the draft instructions submitted to us, as amended, and including

in those amendments the omission of paragraph (a) on page 4, are proper and sufficient, and in accordance with the Colonial Act.

We desire to call attention to the fact that the Newfoundland Act just passed contemplates the instructions being given by advice of Her Majesty's Council. This would appear to refer to the Privy Council.

The heading and title of the instructions are sufficient.
