I have the less hesitation in desiring you to issue this notice, as from the reports which I have received on the lobster industry, it seems clear that the fishery is being exhausted by over fishing, and there is reason to think that factories are being unduly multiplied on the coast,

LAW OFFICERS to COLONIAL OFFICE.
We were honoured with your Lordship's commands, signified in Mr. Bramston's
Royal Courts of Justice, March 18, 1891. letter of the 18th ultimo, stating that, with reference to our Report of the 10th of November 1887, in which we suggested that, if the Legislature of Newfoundland should decline to pass a Statute to enable the Naval Officers to carry out the Treaty engagements of Her Majesty's Government with regard to the Newfoundland Fisheries, recourse should be had to the Imperial Parliament, he was directed by your Lordship
to transmit to us copies of telegraphic correspondence with the Governor of Newfound- Telegram to land, from which it would be seen that the Colonial Government refused to bring Governor, forward such legislation.
27th Nov. 1890.
That in those circumstances the enclosed draft Bill had been prepared for Telegram introduction into the Imperial Parliament, and that your Lordship would be glad if we from would take it into consideration, and favour you with our opinion whether it was Governor, proper and sufficient for the purpose.

That we are of opinion that, so far as the enacting part is concerned, the draft Bill is sufficient for the purpose; but it appears to us to be worthy of consideration whether mention should not be made, in the proamble, of the Convention of 1885. This, of course, is not necessary, but it might be useful for Parliamentary purposes.
