LAW OFFICERS to COLONIAL OFFICE.

We were honoured with your Lordship's commands signified in Mr. Bramston's letter of the 29th ultimo, stating that he was directed by your Lordship to transmit to

Temple, 24th October 1882. us a copy of a letter from the Treasury on the subject of the Prisoners' Removal Bill proposed to be introduced into Parliament at the earliest convenient opportunity, and that he was to request that we would favour your Lordship with any observations we might have to make with reference to the Bill, of which a copy was enclosed.

That the Bill had been drafted by the Parliamentary Counsel, and in its present shape had received the approval of the Foreign Office, Home Office, and India Office.

That we have perused and approve generally of the proposed Bill.

We would observe that sub-section 2 of clause 4 and sub-section 4 of clause 10 will probably give rise to much discussion Parliament; and their provisions, if those

suggestions should become law, may be very difficult to carry out.

We think that the interests of the prisoners will be sufficiently protected by the Secretary of State or Colonial Minister, whilst it can scarcely be supposed that either a prisoner or the friends of a criminal lunatic would willingly give consent to the person detained being removed to a place likely to be injurious to the health of such person.
