LAW OFFICERS to COLONIAL OFFICE.
We were honoured with your Lordship's commands signified in Mr. Bramston's
Temple, 3rd February 1882. letter of the 31st ultimo, stating that he was directed by your Lordship to acknowledge the receipt of our report of the 14th January last respecting the proposed land grants in Newfoundland, and Mr. Bramston was to state that your Lordship had ascertained by telegraph that the Colony strongly preferred a grant to a lease.
That Mr. Bramston was accordingly to request us to refer to our report of the 14th, and to request that we would consider the enclosed draft indenture, and advise your Lordship whether a grant in that form would meet the present case, and whether the language was proper and sufficient.
That Mr. Bramston was also to state that your Lordship was not informed whether the Colony might not prefer a Crown grant in the form of a deed poll, and he was to transmit the accompanying draft of a grant in that shape, and to request that we would advise your Lordship whether a grant in the terms of that draft would answer the purpose equally well.
That Mr. Bramston was to explain that no provision was made in those drafts for prohibiting or regulating buildings, as, for reasons with which it was unnecessary to trouble us, it was arranged with the Premier of the Colony, when in this country, that the matter should be dealt with by regulation, and not in the grant itself.

That we think either of the drafts, as altered by us in red ink (in the copy of the draft supplied to the Solicitor-General), will be sufficient to meet the present case.
