LAW OFFICERS to COLONIAL OFFICE.
Temple, 28th April 1880.
We were honoured with Mr. Bramston's letter of the 6th February last, stating that he was directed to invite our attention to the report with which we favoured you upon the 3rd of April 1879, upon the subject of certain territories and islands in British North America which it was proposed to annex by Order in Council to the Dominion of Canada.
That with reference to that report, Mr. Bramston was to transmit the draft of an Order in Council, and was to inquire whether in our opinion such Order would be proper and sufficient for purpose of annexing the territories and islands in question to the Dominion of Canada.
In compliance with the request contained in Mr. Bramston's letter we have the honour to
Report
That in our opinion the Order in Council is drawn in terms so wide with reference to the territories and islands intended to be annexed that we are unable to say whether it may not conflict with the provisions of the 146th section of the British North American Act, 1867.
