MY LORD,

WE were honoured with your Lordship's commands, signified in Sir Julian

Temple, September 13, 1879. Pauncefote's letter of the 1st instant, stating that he had the honour to transmit to us, by direction of your Lordship, the enclosed copy of a telegram from Major-General Biddulph, Her Majesty's High Commissioner for Cyprus, and he was to request that we would favour your Lordship with our opinion as to whether the High Commis- sioner could properly comply with the wishes of the Porte as regarded preventing the landing in Cyprus of the native of Lebanon mentioned in the telegram, and with the request of the Governor of Rhodes in regard to the apprehension of a military deserter from that Island.

That the documents noted in the margin were transmitted therewith in case we should have occasion to refer to them.

In obedience to your Lordship's commands, we have the honour to

That the High Commissioner has not, under the Order in Council, the power to comply with the wishes of the Porte as regards preventing the landing in Cyprus of the native of Lebanon, or with the request of the Governor of Rhodes in regard to the apprehension of the military deserter from that Island.

The High Commissioner may, however, have such power under some Ordinance with which we are not acquainted.

If no such Ordinance exists, we submit, for your Lordship's consideration, whether it would not be expedient that an Ordinance should be passed enabling the High Commissioner to prevent the landing of persons against whom reasonable suspicion may exist.
