LAW OFFICERS to FOREIGN OFFICE.
Temple, 9th August 1877. We are honoured with your Lordship's commands, signified in Mr. Lister's letter of the 7th instant, stating that, with reference to the letters of the 2nd instant and 21st ultimo, he was directed by your Lordship to transmit to us a further despatch from Mr. Ford, Her Majesty's agent, at the Halifax Fishery Commission, enclosing a copy of the reply to the "answer of the United States which he had delivered to the Secretary of the Commission, and reporting his views with regard to the brief on the Headlands question which he was drawing up, and which he was anxious to lay before the Commissioners as soon as possible.
That he was to request that we would take those papers into our consideration with those relating to that subject which were already before us, and favour your Lordship with our opinion thereupon at our earliest convenience.

That we had to some extent considered and prepared a report upon the papers transmitted to us by Lord Tenterden.
The subsequent despatch to your Lordship from Mr. Ford, No. 19, and the reply on behalf of Her Britannic Majesty's Government to the answer of the United States of America, enclosed with that despatch of Mr. Ford, so entirely agree with the opinion which we should have submitted to your Lordship, in answer to the questions proposed to us, that we need merely say that we are of opinion that the reply may properly be approved of throughout.
