We are honoured with your Lordship's commands, signified in Lord Tenterden's
Temple, March 21, 1877. letter of the 17th instant, stating that, with reference to our report of the 11th January last on the question raised by the Governor of the Straits Settlements as to the application to that Colony of the Imperial Extradition Acts as regards the Treaty between Great Britain and Holland, he was directed by your Lordship to transmit to us a further correspondence which had taken place between the Colonial Office and the Foreign Office, and to request that we would favour your Lordship with our opinion on the question whether fugitives from the Dutch Colonies might legally be surren- dered by the Government of the Straits Settlements under the Imperial Extradition Acts and the Treaty with Holland, although, as explained in the previous corre- spondence, the Dutch Government had no power to include the Dutch Colonies in an Extradition Treaty, and it was not intended that they should be included in the Treaty of 1874.
That we should observe that the matter was one of urgency, as it was stated in the telegram from the Governor of the Straits Settlements that a fugitive Was at that moment in custody with a view to his surrender to the Dutch authorities.
That your Lordship would therefore be glad to receive our report on the question then submitted to us at our earliest convenience.

That in our opinion fugitives from the Dutch Colonies may be legally surrendered by the Government of the Straits Settlements under the Imperial Extradition Acts and the Treaty with Holland, and without requiring any reciprocity from the Dutch Colonies.
