WE were honoured with your Lordship's commands, signified in Mr. Malcolm's letter of the 26th April last, stating that he was directed by your Lordship to transmit Gov., No.71,, to us a copy of a despatch from the Governor of the Straits Settlements, and a copy (of 16 Feb.

a letter) from the Foreign Office on the subject of a claim set up by the Netherlands F.O., Apr.12. India Steam Navigation Company for exemption from payment of Strait light dues.

Mr. Malcolm was pleased further to say that he was to request that we would favour your Lordship with our opinion on the question raised by the Foreign Office, and as to whether, under the circumstances stated by the Netherlands India Steam Navigation Company in their petition, they are entitled, under the terms of section 6 of the Indian Act No. 13 of 1854, a copy of which was enclosed, to claim exemption from the payment of light dues.
