We are honoured with your Lordship's commands, signified in Sir H. Holland's C.O. to F.O., letter of the 21st April ultimo, stating that he was directed by your Lordship to 13 Sep. 1873. transmit to us for our consideration a copy of the correspondence noted in the margin, F.. to CO., which had passed with reference to a proposed extension of the jurisdiction of the c.O. to Sir criminal courts of the Colony of the Straits Settlements, with a view to check crimes A. Clarke, and offences committed in territories in the neighbourhood of that Colony.

2. Sir Henry Holland further stated that he was to transmit to us copy of a draft to C.O., Bill which had been prepared in the Colonial Office, which is based, as would be seen, 12 March. upon the Bill drafted by the Colonial Attorney-General, but which adopts in part a suggestion of the Chief Justice of the Straits Settlements that the residence in the Colony should be at the time of the commission of the crime or offence, or within a short time previous to such commission. That it had been thought that persons who have resided within the Colony within six months of the commission of the crime or offence may fairly be held liable if found in the Colony after the commission of the

crime.

3. That, as bearing upon this question, Sir Henry Holland added that he was to refer us to the following Imperial Acts-24 & 25 Vict. c. 31, 26 & 27 Vict. c. 35, and 34 Vict. c. 8; and

4. That he was to request that we would take this draft Bill into our consideration, and report to your Lordship whether this Bill, with or without any modifications, may properly be introduced into Parliament. That should we consider any modifications necessary, he was to request that we would make them in the copy of the Bill.

That we have carefully considered the draft Bill referred to in Sir Henry Holland's letter, and beg to report to your Lordship that, in our opinion, the Bill may, without any modification, be properly introduced into Parliament.
