LAW OFFICERS to FOREIGN OFFICE.
MY LORD,
We are honoured with your Lordship's commands, signified in Mr. Hammond's
Temple, July 9, 1872. letter of the 4th instant, stating that, with reference to our report of the 14th_ultimo, upon the subject of the detention and subsequent release by the authorities at Jamaica of the American steamer "Edgar Stewart," suspected of landing arms and ammuni- tion in Cuba, for the use of the insurgents, he was directed by your Lordship to transmit to us the accompanying letter from the Colonial Office, enclosing Despatch from the Governor of Jamaica, giving full details as to the action of the authorities in the matter.
That he, Mr. Hammond, was to enclose previous correspondence on the subject, as likewise the correspondence in the "La Have," referred to by Sir Peter Grant, and to request us to take the papers into consideration and favour your Lordship with our opinion as to whether the proceedings of the Governor in this matter should be approved.
In a memorandum dated the 6th instant Mr. Hammond was pleased to transmit to us a letter from the Colonial Office, with a further Despatch from the Governor of Jamaica relative to the proceedings of the "Edgar Stewart" after she left that island.

That, in our opinion, there was no reason which would have justified the detention of the "Edgar Stewart," and that the proceedings of the Governor of Jamaica with regard to that vessel should be approved.
The presumed destruction of the "Edgar Stewart" by a Spanish man-of-war off the coast of Cuba, and the escape to Jamaica of the "Edgar Stewart's'
"" crew and of a fourth man who had been on board that vessel, does not in any way lead us to alter our opinion that she was properly released by the British authorities in Jamaica.
