I AM honoured with your Lordship's commands signified in Mr. Hammond's letter of the 25th instant, stating that he was directed to transmit to me the accompanying letter from the Colonial Office enclosing copies of a correspondence from the Governor of Trinidad reporting the steps taken by his Excellency on obtaining information of the sale in that port to the Venezuelan Government of the British steamer "J. Cumming," which vessel has subsequently been converted into a vessel of war, and Mr. Hammond was pleased to request that I would take this case into my consideration and furnish your Lordship with my opinion as to whether it would be expedient for Her Majesty's Government in the existing state of Venezuelan affairs to take any steps in the matter.

That it will not be expedient in my opinion for Her Majesty's Government in the existing state of Venezuelan affairs to take any steps in the matter of the sale of the steam tug "John Cumming."
