We are honoured with your Lordship's commands, signified in Mr. Meade's

Temple, September 28, 1871. letter of the 22nd September instant, stating that he was directed by your Lordship to transmit to us a copy of a Despatch from the Governor of Gibraltar, forwarding a No. 107, statement of the circumstances connected with the wreck of the hulk "Ellora," sunk at her moorings in Gibraltar Bay through the negligence of the British steamer "R. Cobden," embodied in a case prepared by the Attorney General of Gibraltar and the captain of the port in consequence of doubts as to the expediency of instituting legal proceedings against the owner of the hulk or against the "Richard Cobden," her owners or agents on the spot, in order to enforce the removal of the wreck, and Mr. Meade was to request that we would favour your Lordship with our opinion on questions raised in the case.

That we concur in the opinion of the Attorney General of Gibraltar that no legal proceedings can be instituted by the Crown against the owners of the barge "Ellora," or against the owners or agents of the steamship "Richard Cobden," with any reason- able prospect of success in enforcing the removal of the wreck of the "Ellora,' obtaining damages on behalf of the Crown.
