I AM directed by Earl Granville to acquaint you, for the information of the Earl of Kimberley, that your letter of the 8th instant, with its enclosures, respecting the publication in the British Colonies of the Foreign Enlistment Act of 1870 was referred to the proper Law Officers of the Crown, who have informed Lord Granville that the mere publication of the Act in question in a Colonial official gazette would not, in their opinion, be a proclamation of such Act within the meaning of the 3rd section thereof.
