LAW OFFICERS to FOREIGN OFFICE.
We are honoured with your Lordship's commands, signified in Mr. Hammond's
Temple, June 30, 1871. letter of the 29th instant, stating that he was directed by your Lordship to transmit to us the accompanying letter from the Colonial Office, enclosing copies of a Despatch from the Governor of Heligoland, and of a draft Ordinance for the suppression of gambling in that Island, which had been prepared at the Colonial Office and substituted for the one submitted by the Governor.
That Lord Kimberley was desirous, as we would perceive, of obtaining an opinion as to the propriety of adopting sections 7 and 8 of that draft Ordinance, which specially applied to foreigners, and as the Governor was anxious for instructions on that subject as speedily as possible, he (Mr. Hammond) was to request that we would · take the matter into consideration and favour your Lordship with our opinion thereupon at our earliest convenience.

That we see no objection to any part of the Ordinance. The wording of section 3 would be improved by substituting for "failure to pay," " the default of any person so convicted to pay," but we do not think the amendment important.
