fee (to be credited in equal parts to the revenues of the Colony and the Federated Malay States) for each day's inspection by the Adviser.

6. I also propose that the present Secretary to the Director of Public Works, Federated Malay States, who is on the time scale, should be stationed in Singapore and that his salary should be paid as to three-quarters by the Federated Malay States and as to one-quarter by the Colony. I have adopted this proportion as most of his work will have to do with European personnel of which the majority will be in the Malay States. This proposal has also met with the approval of the Legislative Council of the Straits Settlements at its last session.

7. I recommend that the new appointment of Director of Public Works and Adviser on Public Works to the Malay States be given to Mr. G. Sturrock, Colonial Engineer, Straits Settlements, whom I consider in every way suitable for this appoint- ment, and I propose that his appointment should date from 1st January, 1932, oppor- tunity being taken by the retirement of Colonel Swettenham to gazette Mr. Sturrock as Adviser on Public Works in the Federated Malay States on that date.

8. I propose to recommend Mr. F. G. Finch, at present acting Director of Public Works, Federated Malay States, for the post of Director of a proposed new Depart- ment of Drainage and Irrigation, the creation of which will form the subject of a separate despatch.

9. The alteration of the title of Colonial Engineer involves legislation in the Colony. The necessary Ordinance (No. 15 of 1931) was passed at a meeting of the Legislative Council held on the 28th September, 1931, and a copy was forwarded to you under cover of my Straits Settlements despatch No. 553, dated the 27th October, 1931.* I have ordered that this Ordinance should come into force on 1st January, 1932.

"Bel Retiro," Penang Hill, 14th July, 1933. I HAVE the honour to refer to my Confidential Straits Settlements, and Federated Malay States despatch dated the 29th of October, 1931,* in which I put forward pro- posals for the reorganization of the Public Works Departments of Malaya, and to your telegram No. 213 of the 30th of December, 1931,† in which you informed me that a decision could only be reached in connexion with the general question of devolution in Malaya. Your telegram No. 97 dated the 7th June, 1933, ‡ informed me that you proposed to announce in the House of Commons the approval by His Majesty's Govern- ment of Sir Samuel Wilson's recommendations in this matter.

2. Amongst the measures which Sir Samuel Wilson, in Chapter IX of his report, recommends should be carried out during the first stage of decentralization is the transfer to State control of the Public Works Department in the Federated Malay States. From Section (ii) of Appendix V of the Report it appears that this transfer involves the aboli- tion of the post of Director of Public Works, Federated Malay States, and the creation of the appointment of Director of Public Works, Straits Settlements, and Adviser on Public Works, Malay States. This change was in fact brought into effect on the 1st of January, 1932, since which date the Director of Public Works, Straits Settlements, has performed the duties of Director of Public Works, Straits Settlements, and Adviser on Public Works, Malay States.

3. The creation of this new post I now presume to have been sanctioned, and I ask for your approval of the appointment thereto, with effect from the 1st of January, 1932, of Mr. G. Sturrock, the officer recommended in my despatch referred to above.

4. The salary which I have recommended for this post is $1,350 a month, but I have recently found it necessary to appoint a small committee consisting of Mr. W. S. Gibson (Chairman), Mr. W. A. Fell, an Unofficial Member of the Legislative Council, representing the Colony, and Colonel Cecil Rae, an Unofficial Member of the Federal Council, representing the Federated Malay States, to consider the salaries attaching to certain appointments. A copy of the terms of reference is enclosed. It may be necessary, after consideration of the report of this committee, to recommend another figure. For the present, however, I ask that $1,350 a month be approved provisionally as the salary of this appointment.
