I have the honour to acknowledge the receipt of Sir Wilfred Jackson's confidential despatch of the 26th of July, 1932,* on the subject of the Mauritius Government Railways.

2. In his report dated 5th November, 1931, copy of which accom- panied Sir Wilfred Jackson's confidential despatch of 4th of November, 1931,† the General Manager of the Railway submitted estimates of the reduction in revenue and expenditure which might be anticipated under each of four successive schemes of reorganiza. tion. The annual deficits anticipated were as follows:-

The above deficits were calculated after provision had been made for pension and compensation allowances, but not provision for depreciation and renewals.

3. Scheme (A) was, I understand, introduced on 1st February last and the General Manager now recommends that Scheme (B) should be put into immediate execution. Apart from the question of closing sections of the line, to which I shall refer later, the fundamental difference between the recommendation of the Finan- cial Commissioners and that of the General Manager is, that the Financial Commissioners recommend that the railway should be
