It has also been suggested that a Poll Tax on foreigners residing or trading in the Colony should be instituted. We recommend that the advisability of such a measure be considered in view of the fact that Mauritius is admittedly over-populated and any restriction on the influx of foreigners would undoubtedly prove beneficial.
We commend all the above recommendations to your Excellency and the right Honourable the Secretary of State's earnest considera- tion. They have been framed with a view to placing the burden, as far as possible, on the shoulders of those capable of bearing it.
We would reiterate that they are only suggested as a temporary measure and applicable only for the next financial year.
The Government and the Unofficial Members will then have the necessary opportunity of examining more closely which of the recommendations of the Commissioners, with or without modifica- tions or adjustments, should be permanently put into force.
We feel sure that Your Excellency will appreciate that, owing to the limited time at our disposal since the publication of the Financial Commissioners' Report, the above suggestions and observations do not purport to be our final and irrecoverable pro- posals, beyond which we cannot see our way to going.
We would emphasize our entire willingness to co-operate with the Government in discussing alternative measures on the lines forming the basis of our plan.
We must lay stress, however, upon the fact that in the present financial circumstances of the Colony we can only see our way to support measures of fresh and/or increased taxation provided Government demonstrates its willingness to
(1) reduce the rates of pay of the Civil Servants to figures more in harmony with the existing conditious;
(2) abstain from a course of dismissal of further Civil Servants;
(3) adopt a policy of the strictest economy, coupled with the necessary steps for a more efficient control of its Departments and collection of its revenues, thereby rendering the heavy losses already referred to impossible in the future.
