4. With regard to your proposal for an additional Engineer to be in charge of Water Works and Irrigation Works, I suggest that a decision should be deferred until the policy regarding the future control of the Water Works has been settled. I also suggest that the appointment of a Draughtsman and Quantity Surveyor might be postponed till the financial position shows some sign of im- provement, as it should be possible to dispense with it so long as no important works of development are undertaken.

With reference to your Confidential despatch of the 17th of November, 1931, I have the honour to inform you that I am in general agreement with the views of the Financial Commissioners with regard to the Medical and Health Department of Mauritius, which, I understand, are generally acceptable also to the local Government, and I shall be glad if steps may be taken for carrying out their recommendations.

2. It is understood that it was not the intention of the Commis- sioners to insist on an efficiency bar for Medical Officers, and this need not be instituted.

3. Steps are being taken for the appointment of a Deputy Director of Medical Services, and a Pathologist, and for the engage- ment of two additional Nursing Sisters.

Telegram from the Governor of Mauritius to the Secretary of State for the Colonies.

11th March. No. 59. I have received the following proposals from the Unofficial Members of Council as an alternative recom- mendation to the Financial Commission for balancing Budget:--

(1) Levy on salaries to be increased to flat rate of 20 per cent. estimated to produce Rs.1,100,000.

(2) Similar levy on pensions at 10 per cent., producing Rs.130,000.

(3) Retrenchment already been arranged in Treasury, Excise, etc., Rs.100,000.

(4) Reductions in other charges totalling Rs.360,000, of which Rs.170,000 is in respect of railways. Balance includes Rs.80,000 by levy of 20 per cent, on salaries of aided school teachers and 20 per cent. cut on contributions to Township Boards, also 10 per cent. cut on contributions to District Water Works.

(5) Increase of duties on licensed loan under Ordinance No. 32 of 1915, Section 61, and schedule to average of one-half per cent. estimated to produce Rs.150,000.

(6) Increase in other licences to produce Rs.100,000.

(7) Tax of 10 per cent. on interest on Government loan raised within Colony, Rs.97,000.

(8) Excise on locally manufactured wines at 50 cents per litre, Rs.100,000.

(9) Increase in customs duties, Rs. 400,000. Memorandum.-States Council can only support measures of increased taxation provided that Government will (1) reduce pay of Civil Service to figures more in harmony with existing con- ditions," (2) abstaining from a course of dismissal of further Civil Servants," (3) adopting a policy of strict economy. Members for Port Louis presented minority Memorandum stating disagreement with flat rate levy 20 per cent. and suggesting levy on graduated scale from 20 per cent. to 5 per cent., producing about Rs.700,000. Suggests certain retrenchments in Forest, Railway, Public Works Department, and Medical Department and accepts some of the
