States reasons why it is considered unwise for the Com- pany to purchase the Mulayan Dredging Station and inquires if the Treasury would be willing to grant moratorium in respect of interest and Sinking Fund on guaranteed debentures if funds of the Coinpany should prove inadequate. Further states that, if it is considered that the Company will be able to carry on without raising Prior Lien Debentures beyond the present authorized limit. opposition will be with- drawn

Requests that the High Commissioner might be advised on certain questions raised in the enclosures in No. 24

Considers that the proposals set out in No. 20 should be carried through and that the Company should be enabled to operate without a further issue of Prior Lien Debentures in excess of £400,000 provided that operations can be continued until the end of the moratorium period in 1937 when the whole position must be reviewed. State conditions under which Their Lordships will be prepared to meet under Their guarantee the annual Sinking Fund payments
