States that Sir Francis Watts inclines to the opinion that, apart from other proposal he has under consideration, the establishment of a Government Agricultural Bank would relieve stringency. Concurs and suggests that scheme is the existing suitable for assistance from the Colonial Develop- ment Fund

States that it is desired to raise the first portion of the capital for the establishment of the Colonial Agricultural Bank by a loan from the Colonial Development Fund. Full details of scheme follow by mail

Forwards full details of the scheme for the formation of an Agricultural Bank, and considers that the Bank would be of great benefit to the agricultural community of the Colony.

States that for the reasons indicated the application for a loan to the Mauritius Government cannot be entertained in the form in which it is submitted ... Agrees with recommendations in Sir Francis Watts' report as regards developing co-operation and improved agriculture among smallholders, and requests that a scheme may be prepared on operative lines. Quotes Resolution of Chamber of Agriculture stating that scheme outlined in No. 6 is unsuited to the conditions and critical need of the industry, and suggesting that relief offered be distributed in respect of last crop. States that possibility of adapting scheme to local requirements is receiving earnest consideration

States, in reply to No. 5, that Sir Francis Watts suggests that further discussion be deferred until he is able to confer with Colonial Office, and in the meantime matter will continue to receive careful consideration locally
