He added that some time ago the Government of the Netherlands East Indies sent an official to Persia to study the supply question and to establish contact with the Persian Government through the Netherlands Chargé d'Affaires, with good results. He thinks the Singapore people would be well advised to do the same.
I have told him that we should probably be asking his advice on these matters in the near future, and he said he would start examining the question as soon as he got back.

WITH reference to your communication of the 5th November last,* I have the honour to inform you that at the request of the Government of the Straits Settlements, tenders were issued to Messrs. Hadji Ali Akbar & Sons, Ltd., and Messrs. Bellairs, Atkinson & Co., for the supply of 150 chests of Persian opium for delivery. in the Colony not later than the 31st March, 1929.
Messrs. Hadji Ali Akbar & Sons contracted to supply the opium for the sum of £195 sterling per chest of 140 lb. net avoirdupois, and this quotation, being the lowest- has been accepted.

CONFIDENTIAL. Your telegram 4th October.* Opium. I approve your pro- posal to call for tenders for delivery of 150 chests of Persian opium per month from next March. Details should be arranged direct with Crown Agents. As to calling for tenders locally I wish to leave this to you as explained in paragraph 2 of my Confidential despatch of 30th August,† but should be glad if you would reconsider the possibility of confining it to firms in this country if you continue to be well satisfied with supplies received from Ali Akbar and Bellairs Atkinson. I also approve pro- posed sample order of Turkish opium.
You do not state your views either as to direct contract with Persian Government er arrangements for joint purchase with Netherlands East Indies authorities. I assume, however, that you will have no objection to informal discussions with the British Minister at Teheran and with the authorities in Holland. No commitments will, of course, be entered into without full consultation with you.-AMERY.

I am in favour of direct dealings with the Persian Government.
