QUEEN'S ADVOCATE to COLONIAL OFFICE.

Temple, November 10, 1869. I AM honoured with your Lordship's commands signified in Sir F. Rogers' letter of the 23rd July last, stating that with reference to my letter of the 24th May* forwarding a case, which I had prepared in support of the claims of Great Britain to the Island of Bulama and certain adjacent territory on the west coast of Africa, to be laid before the President of the United States, he was directed by your Lordship to transmit to me a copy of a letter from the Foreign Office and its enclosures, forwarding a copy of the case on behalf of Portugal, and Sir F. Rogers was to request that 1 would take the case under consideration and prepare, if in my judgment it should be thought necessary, a reply to that case in time to admit of such reply being laid before the arbiter, and communicated to the Portuguese Minister at Washington before the 30th December next.

I am also honoured with Sir F. R. Sandford's letter of the 30th July last, trans- mitting for my information a copy of a further letter from the Foreign Office on this subject.

In obedience to your Lordship's commands, I have prepared a reply to those portions of the memorial of the Portuguese Government which appeared to me to be most pertinent to the question submitted to the arbitrator, and upon which the President of the United States might reasonably expect some assistance in the way of reply from Her Majesty's Government under the terms of the convention.

I have confined the reply to the five first periods of the Portuguese Memorial, as I consider the question of title cannot be affected by any of the transactions discussed in the subsequent part of that memorial.
