WITH reference to your letter of the 25th June I am directed by the Earl of Clarendon to transmit to you, for the information of Earl Granville, a copy of a letter, which, in accordance with a report of the Law Advisers of the Crown, his Lordship has addressed to the Spanish Chargé d'Affaires at this Court in reply to representations which had been made by him with regard to the American steam vessel "Peril " "Perit" being allowed to coal at Port Royal, Jamaica.

Foreign Office, August 6, 1869. WITH reference to my letter of the 28th ultimo, I have the honour to inform you that Her Majesty's Government have carefully considered the circumstances under "Peril" or "Perit" has been permitted to enter which the American steam vessel Port Royal, Jamaica, and coal there; and I now beg to inform you that the fact of this ship having been guilty of a violation of Spanish law, however flagrant, previous to her arrival at Port Royal, even if it had been made known to the Governor of Jamaica in time, would not have justified him in preventing the vessel from touching at Port Royal on her way to New York, and taking coals on board.

I have at the same time the honour to add that however desirous Her Majesty's Government may be to maintain the relations of friendship which exist between Spain and this country, and to prevent any assistance whatever being given from British possessions to the insurgents in Cuba, yet they cannot overlook their duties towards the flag of other nations and they are therefore compelled, with regret, to decline to adopt the measures suggested by the Spanish Government, with regard to vessels in a similar position to that of the " Peril.”
