Temple, August 5, 1869. MY LORD,

We are honoured with your Lordship's commands signified in Mr. Sandford's letter of the 31st July 1869, stating that he was directed by your Lordship to enclose the copy of an Ordinance passed by the Legislature of Hong Kong, but which had recently expired "to enable the Governor to co-operate with the Chinese Authorities Ordinance

for the suppression of piracy."

He was also pleased to enclose the copy of a proclamation issued under authority of that Ordinance and an opinion given by the Attorney General of Hong Kong as to its No. 87. effect.

7 July 1868.

That the Chinese Government had issued, or was expected to issue a proclamation 10 April prohibiting the use of stinkpots in fishing or trading vessels and that it was desirable 1669. that the Hong Kong Government should co-operate with them in that respect.

And that your Lordship desired him to call our attention to the opinion of the Colonial Attorney General, and to request that we would inform your Lordship whether it would have been competent to the Governor of Hong Kong in Council under the first clause of the annexed Ordinance, to issue an Order preventing fishing vessels and trading junks from carrying stinkpots and imposing penalties for carrying them.
