Temple, December 14, 1868. We are honoured with your Grace's commands signified in Sir Frederic Rogers' letter of the 28th ultimo, stating that with reference to the opinion of the Law Officers of the Crown, dated the 6th of March last* (of which, and of the documents referred to in it, copies were enclosed) relative to the claim of General Salomon, now Haytian Minister at this Court, for compensation for loss sustained by him in con- sequence of his arrest, detention, and subsequent expulsion from Jamaica during the disturbance in that island in 1865, he was directed by your Grace to transmit to us

the enclosed copy of a letter from the Foreign Office covering a further communica- 14 Oct. 1868. tion from General Salomon on the subject dated the 23rd of September.

A copy of the letter in which the substance of the opinion of the Law Officers of the 6th of March last was communicated to General Salomon would be found amongst the enclosures to General Salomon's letter of the 23rd of September.

Sir Frederic Rogers was also pleased to request that we would favour your Grace with our opinion whether there is anything in General Salomon's letter of the 23rd of September to modify the views expressed by the Law Officers on the 6th of March

last.

He was also desired to state that the case of Pritchard referred to by General Salomon was the subject of debate in Parliament in the years 1844-5-6 and is referred to in Hansard's Parliamentary Debates under one or another of the heads "Pritchard" and "Tahiti."

That there is nothing in General Salomon's letter of the 23rd September which induces us to modify the views expressed by the Law Officers in their Report of the 6th March last.

With reference to the case of Mr. Pritchard, referred to by General Salomon, we would remark that the circumstances of that case differ so widely from those of General Salomon's case that we do not think that it has any material bearing upon

it.
