Temple, December 10, 1868. MY LORD,

We are honoured with your Lordship's commands, signified in Mr. Hammond's letter of the 16th of November ultimo, stating that with reference to our report of the 13th of July* he was directed by your Lordship to transmit to us a letter from the Colonial Office, enclosing for your Lordship's approval a further Draft of Convention to be concluded between Her Majesty's Government and the Rajah of Queddah, and to report that we would take this letter into our consideration and favour your Lordship with our opinion as to the answer which should be returned thereto.

For our convenience Mr. Hammond was pleased to transmit to us the former papers on this subject.

In obedience to your Lordship's commands we have taken this matter into our con- sideration, and have the honour to

That we think that your Lordship may properly approve the course suggested in the Despatch of Mr. Alabaster of 18th March last addressed to your Lordship, and which his Grace the Duke of Buckingham and Chandos considers will beat facilitate the conclusion of the treaty, namely, that the treaty should be concluded between the Siamese Government and Her Majesty's Consul after consultation with Sir H. Ord, and with the formal adhesion of the Rajah.

With regard to the substance of the treaty we would suggest that in the first article the words shall cease and determine" should be substituted for "shall be null and void. The crimes described as gang robbery" and "great personal violence should be properly defined by persons conversant with local law, as suggested by the Colonial Office, and attempts to commit those crimes as defined, as well as the crimes of murder, robbery, arson, rape, and burglary, ought we think to be crimes warranting extradition.
