WITH reference to your letters of the 30th of September 1867 and 29th August last, on the subject of the seizure by a Spanish revenue cruiser, while on a voyage from Gibraltar to Laraiche, of the British falucho "San Publo," and to her subsequent condemnation as prize by the local tribunals of Algeciras, I am directed by Lord Stanley to request you to inform the Secretary of State for the Colonies that the matter having been considered by Her Majesty's Advocate-General, his Lordship is advised that there are no sufficient grounds for taking any steps against the Spanish Government in behalf of the owners.

If, however, the owners should, in pursuance of an intention at one time entertained by them, have appealed against the decision of the court condemning the vessel, Her Majesty's Minister at Madrid will use his good offices, if required, to secure the due hearing of their appeal; but beyond this, as this matter stands, Sir John Crampton will not be authorised to go.
