LAW OFFICERS to FOREIGN OFFICE.

Temple, November 7, 1868. We know of no rule of international law which gives a foreign consul the right or privilege of claiming exemption from performing the duty of interpreter in such cases as are provided for by the Maltese Ordinance.*

We think, therefore, that the Ordinance need not be altered or qualified by inserting words to establish such exemption, but we think it will be advisable to state that, in the view of Her Majesty's Government, the power which the courts will have of requiring a foreign consul to attend as interpreter should only be exercised in cases of urgent necessity, and that as matter of courtesy a foreign consul should be requested to render his assistance before any order is served upon him to do so.
