MY LORD DUke,
Temple, August 6, 1868. We are honoured with your Grace's commands, signified in Sir Frederic Rogers' letter of the 15th July ultimo, stating that he was directed by your Grace to transmit to us the copy of a Despatch, dated the 3rd of June, from the Governor of the Leeward Islands, and to request that we would inform your Grace what answers should be re- turned to the questions upon which the Governor solicits your Grace's instructions and directions.

Sir Frederic Rogers also stated that he was desired to annex, for the
purpose of reference, a copy of the Antigua Act of 1860, intituled “An Act to authorise the appointment of an Executive Council and Administrative Committee of the Island " of Antigua," which is referred to in the 16th paragraph of the Despatch; and also the copy of the Act of 1866, intituled "An Act to amend and simplify the Legislature "of the Island of Antigua," by which the present Constitution is created, and to call our attention to the ninth section of the last-mentioned Act.

That we think that the clauses proposed by Mr. Heagan authorising the imposition
of a rate upon the rental of the pews in the parish churches were in the nature of a proposal of a new tax for the public service.
We think that an unofficial" member cannot in a Committee of the Council propose the imposition of a new tax or of any tax whatever.
We think that no member not being an ex officio member may, in a Committee of
the Council on a Bill introduced by the Executive, move the insertion of clauses raising and appropriating money.
We think that a member not being an ex officio member cannot propose the increase
of a grant moved for by an ex officio member.
