No. 484.

(MALTA.)

QUEEN'S ADVOCATE to COLONIAL OFFICE.

MY LORD DUKE,

Temple, November 25, 1867. I AM honoured with your Grace's commands, signified in Mr. Elliot's letter of October 31st, stating that he was directed by your Grace to transmit to me copies of three Ordinances passed by the Council of Government of Malta, and entitled as follows:-

Ordinance No. IV. of 1867, "To amend the laws relative to matrimonial agree-

ments."

Ordinance No. V. of 1867, "To amend the laws relative to the rights and duties "emanating from marriage and to separation of married persons."

Ordinance No. VI. of 1867, "To amend Ordinance No. IV. of 1864."

Mr. Elliot was also to enclose to me a copy of a report drawn up by the Crown Advocate at Malta upon the subject of these Ordinances, and he was pleased to request that I would favour Grace with a report upon them.

In obedience to your Grace's commands I have the honour to

Report

That I have carefully considered the several provisions of the three Ordinances passed by the Council of Government at Malta, and the report drawn up by the Crown Advocate, and am of opinion that your Grace may with propriety advise Her Majesty graciously to confirm the Ordinances.

The amendments of the Code de Rohan, which are embodied in the Ordinances, appear to me to tend to greater simplification, and to proceed upon harmonious prin- ciples, and may be justly described, in the language of the Crown Advocate, as sub. stantial improvements of the present law.

His Grace the Duke of Buckingham and Chandos.

I have, &c.

(Signed) TRAVERS TWISS.
