state, which has jure gentium cognisance of the case, and that the necessity of giving notice to Heligoland authorities applies only when the ship or goods salved are brought into Heligoland waters.
I am of opinion that the Heligoland boatmen acted very wrongly in bringing the salved goods in this case to Heligoland, whereby they exposed the property to unnecessary risk, and that they ought to have obeyed the authorities at Büsum.

Lincoln's Inn, March 2, 1867. We are honoured with your Lordship's commands, signified in Sir Frederic Rogers' letter of this day's date, stating that he was directed by your Lordship to enclose the copy of a letter which he had received from the Bishop of Newfoundland, a Colony in which a bishopric was founded subsequently to the constitution of a Repre- sentative Legislature, and therefore without sanction of law, and
That if, as your Lordship apprehends, the principle adopted by us in the case of the proposed Bishop of Niagara, and conveyed in our report of the 2nd of November last* is applicable to the present application, your Lordship would propose to answer the bishop in the terms of the annexed draft, and your Lordship requested our opinion whether that draft is proper to be sent.
