LAW OFFICERS to FOREIGN OFFICE.

Lincoln's Inn, February 21, 1867. We are honoured with your Lordship's commands, signified in Mr. Hammond's letter of the 6th of February instant, stating that with reference to our Report of the 15th of January last" relative to the extent of British jurisdiction over certain waters in the neighbourhood of Hong Kong, he was directed by your Lordship to transmit to us a letter from the Colonial Office, enclosing a draft of a Despatch on the question which it is proposed to address to the Governor of that Colony, and to request that we would inform your Lordship whether we concur in the terms of the draft.

That we are of opinion that, subject to the slight alterations we have made, the letter of the Earl of Carnarvon to the Governor of Hong Kong is right and proper to be sent,
