Foreign Office, November 20, 1866. I HAVE laid before Lord Stanley your letter of the 19th instant, enclosing a copy

of a letter from Messrs. Mackenzie urging that a further representation should be made to Paris in order to secure, for the reason therein stated, a suspension of pro- ceedings against Lamirande, and I am to request that you will state to the Earl of Carnarvon, in reply to his inquiry, that Lord Stanley would recommend that Messrs. Mackenzie should be answered that Her Majesty's Government are doing all they can on behalf of M. Lamirande, but that they are advised by the Law Officers of the Crown that they cannot demand his release as a matter of right.
